Dirty and really bad Customer Service

Upon our arrival we were given the wrong apartment to stay in. We had paid the full amount as requested but they still refused to give us the apartment that we wanted. This was just the beginning. As we finally checked in, I noticed the AC was not working, the door handle for the toilet was broken, the hot water was unavailable, and there were loads of cockroaches around the room and kitchen. The apartment was dirty and was clearly not cleaned prior to us arriving. We had issues connecting to the WiFi also. All these were raised with the manager and the owner of the house and they promised us this would be sorted. Two days later, they stopped answering our calls and nothing has been resolved. It was so bad, we booked another apartment because we could not live in this dirty state without AC any longer.
The only good thing is the location and they have security within the location.
We lost out on the money we paid, although, they said they would give us a refund. The owner of the house stopped answering our calls and is still refusing to give us a refund.
